I.    SCOPE

      This policy governs the establishment of all University policies and includes:

      -     Initiation of new policies

      -     Revision of existing policies

II.   POLICY

      The Board of Trustees is responsible for the management, control, and conduct of the

      instructional, administrative, and financial affairs of the University.  The Board of Trustees

      delegates to the President, as chief administrative officer of the University, and head of the

      University Faculty and the various school faculties, authority to approve, and implement

      University policies, subject to such limitations as the Board may determine.  These policies

      protect and develop the welfare and reputation of the University, inasmuch as they establish

      and document the official statements of principles, philosophies, and long-term purposes

      of the University.
